The legal requirement that the signer personally and physically appear before the notary is met by the use of audio-visual electronic communication technology. The important role that the notary plays when a statement is made in or a signature executed on a record now occurs remotely over the internet, with a document that is in electronic form. Remote online notarization is also called remote notarization, webcam notarization, online notarization or virtual notarization.
You will need a web browser such as Google Chrome or Safari. To perform an online notarization, both the notary and the signer must have a reliable internet connection, a video camera, a speaker, smart phone and a microphone. Valid, unexpired government issued ID is required.
Act 97 made remote online notarization a permanent part of Pennsylvania law. While we won't get into the boring stuff, there are specific requirements and steps a Pennsylvania Notary Public must take before being legally permitted to perform remote on-line notarizations
